Item appears stained

Order arrived on time and fit as expected however the pants looked to be covered in a white substance or stained. I tried washing them hoping it was superficial but the stains did not come out.

I love these!!! They are on the thicker side, nice and warm. The fabric is great. This is the second pair I get just because she outgrown the first ones, but those are still in great shape, no tearing or ripping at the knees or anywhere. She is 2 years old, wearing a 2T now, she's pretty average size, maybe on the smaller side, so these fit just fine, just a bit long but that's okay.
